For Learning Partners
2026-27 Application Now Open!
Indiana Learns is now accepting Learning Partner applications for the 2026-27 program year! The application window closes September 22, 2026. Note: Student eligibility requirements have yet to be confirmed, which may affect schools’ eligibility to participate as learning partners. However, districts are encouraged to complete the application as the window for submission is limited.
Organization Requirements
- Demonstrate a minimum of two years in business;
- Employ a Licensed (valid, standard) teacher or retired teacher to provide supervision of non-licensed teachers; including documented weekly feedback/support of tutoring practice;
- Ensure all tutors complete and pass a background screening that includes local and national criminal history and sex offender registry at least yearly;
- Maintain a 1:4 tutor-to-student ratio;
- Keep service fees to no more than $65 per hour;
- Provide at least 1.5 hours of tutoring per student per week, up to a maximum of 4 hours;
- Provide services outside of Tier 1 ELA/Math instruction;
- Communicate student progress to families weekly.
- Use a science of reading-aligned curriculum; curricula must be a published, vetted program;
- Use a research-based math curriculum; curricula must be a published, vetted program.

Tutor Requirements
- Organizations must employ qualified tutors meeting one of the following Indiana Learns program requirements to provide services:
- Licensed (valid, standard) teachers, or retired teachers, or
- Enrolled in a teacher-training program holding a provisional license.
- Non-licensed tutors providing services meeting one or more of the following Indiana Learns program requirements:
- Hold an Associate’s/Bachelor’s degree from an accredited college or university demonstrating subject-matter mastery;
- Three years professional experience in the relevant tutoring area demonstrating subject-matter mastery;
- Hold an Adjunct Teaching Permit in accordance with IC 20-28-5-7;
- Have passed the ParaPro Assessment (within the first year of employment); and
- Have one year or 1,000 hours of previous employment experience in a school or working with children;
- Have passed annual school-level evaluations;
- Have been trained on the tutoring curriculum and instructional materials used in the program, as well as on interpreting student assessment data to target instruction to individual student needs.
